21739: Brand 2FA Verification Already Pending

ERROR
This error occurs when a request is made to initiate a new 2FA verification on a brand that already has a 2FA in a "pending" status. Initial 2FA verification must be completed or cancelled before a new one can begin.
A previous 2FA verification request has not been completed or expired.
- Wait for the current 2FA verification to complete.
- If needed, cancel the pending verification via contacting Twilio Support.
